WEIGHTED AVERAGE METHODOLOGY
Weighted average methodology: Weighted averaging attempts to reflect the variability in the potential impact of each promise or action. Each promise or action is given a weight from 1 to 5, with 5 being very impactful and 1 being minimally impactful. The initial score for each of the 82 campaign promises + illiberal actions is therefore adjusted to reflect the assigned weight. For example, an average raw score of 80% with a weight of 5 would get a weighted average of 80% (80% x (5/5) = 80%), while an average raw score of 80% with a weight of 2 would receive a weighted average of 32% (80% x (2/5) = 32%).
A weighted average that is lower than a raw average means that the level of effort or result is more heavily concentrated on lower impact campaign promises/illiberal actions.
